I installed the latest version of YACReader (YACReader-v9.11.0.2301073-winx64-7z-qt6) on a new installation of Windows 10 (Windows 10 Enterprise Edition v21H2).

The application installed and works fine, but one odd thing is that the install did not create any shortcuts in the Start Menu. I had to go into my Program Files directory and manually create a shortcut to the executable.

Is this the expected behavior? Or could this be the result of some security settings?
The administrator has disabled public write access.

They should be created...I don't know what happened with your installation.
